34. BUDGET ADJUSTMENT FOR MELENDRES COURT ORDERED MONITOR/INVESTIGATOR/DISCIPLINARY AUTHORITY Pursuant to A.R.S. §42-17106(B), amend the FY 2017 Non Departmental (D470) General Fund (100) budget to approve the transfer of expenditure authority as follows: a) Decrease the Non Recurring Non Project (NRNP) Contingency (4711) budget in the amount of $1,350,000; b) Increase the MCSO Judgment Order Non Recurring (MEL1) budget, in a new Line “MCSO Independent Inv/Disc” in Other Programs (4712) in the amount of $1,350,000. c) Decrease the Operating (OPER) Contingency (4711) budget in the amount of $2,000,000; d) Increase the MCSO Judgment Order Non Recurring (MEL0) budget, in a new Line “MCSO Independent Inv/Disc” in Other Programs (4712) in the amount of $2,000,000. These actions will have a County-wide net impact of zero. This budget adjustment is necessary to provide funding in the amount of $850,000 for the Independent Investigator, $500,000 for the Independent Disciplinarian and $2,000,000 of additional funding for the expanded duties of the Court Ordered Monitor as required by the Second Amended 2nd Supplemental Permanent Injunction/ Judgment Order in Melendres v Arpaio, CV-07-2513-PHX-GMS. The Second Amended 2nd Supplemental Permanent Injunction/Judgement Order in Melendres v Arpaio, CV-07-2513-PHX-GMS added duties for the current Court Ordered Monitor, Robert Warshaw, as well as the appointed a new Disciplinary Authority, Daniel Alonso, and an Independent Investigator, Daniel Giaquinto.
