23. BUDGET ADJUSTMENT FOR DEBT TRANSFERS Approve the cancellation of the scheduled fund transfer from the Animal Care and Control License Shelter Fund (572) in the amount of $1,034,066 and the Animal Care and Control Field Operations Fund (574) in the amount of $106,532 to the County Improvement Debt Fund (320) and instead approve a transfer in the amount of $1,140,598 from the General Fund County Improvement Fund (445) to the County Improvement Debt Fund (320). To facilitate this action, and in accordance with A.R.S 42-17106(B), approve the following transfers of expenditure authority between appropriated budgets: a) Decrease the FY 2018 expenditure authority for the Non Departmental (D470) Non Departmental Grants Fund (249) Operating (OPER) Contingency (4711) budget in the line "Unassigned” by $1,140,598, and b) Increase the FY 2018 expenditure authority in the Non Departmental (D470) General Fund County Improvements Fund (445) Operating (OPER) budget by $1,140,598, and These actions will have a County-wide net impact of zero and they do not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105.
