57. SPECIALIZED ADMINISTRATIVE SUPPORT MARKET STUDY BUDGET ADJUSTMENT FY 2020 Pursuant to A.R.S. § 42-17106(B), approve the following transfers for expenditure authority: 1.) Increase the FY 2020 General Fund (100) expenditure budgets by the amount indicated for the departments and appropriation unit groups listed under the General Fund (100) heading on the attached schedule in the total amount of $3,613,795 2.) Decrease the FY 2020 Non Departmental (D470) General Fund (100) Operating (OPER) Contingency (4711) budget in the line “Office Assistant Specialized Market Adjustment” by $3,613,795 3.) Increase the FY 2020 Detention Fund (255) expenditure budgets by the amount indicated for the departments and appropriation unit groups listed under the Detention Fund (255) heading on the attached schedule in the total amount of $467,508 4.) Approve the FY 2020 fund transfer of $467,508 from the General Fund (100) to the Detention Fund (255). 5.) Transfer FY 2020 expenditure authority in the amount of $467,508 from the Non Departmental (D470) General Fund (100) Operating (OPER) Contingency (4711) “Office Assistant Specialized Market Adjustment” budget line to the Non Departmental (D470) General Fund (100) Operating (OPER) Other Programs (4712) “Jail Excise Maint of Effort Above Base Transfer Out” budget line. 6.) Increase the FY 2020 Non Departmental (D470) Detention Fund (255) Operating (OPER) Jail Excise Maint of Effort Above Base Transfer In revenue budget by $467,508 7.) Offset revenue and expenditure adjustments for the fund transfer in the Eliminations (D980) Eliminations Fund (900) Operating (OPER) in the amount of $467,508. 8.) Direct the Budget Office to adjust the FY 2021 Budget Baselines for the annualized impact for the General Fund and Detention Fund market adjustments. The FY2021 baseline adjustments will be offset by reductions to the “Office Assistant Specialized Market Adjustment” and “Other Market Issues” lines in Non Departmental (D470) General Fund (100) Operating (OPER) Budget. This action will have a net zero impact on the overall County budget. To provide funding to departments for employees who received market adjustments effective December 2, 2019. (C-49-20-011-M-00)
