A-4. AGREEMENT WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR THE 2008 HOMELAND SECURITY GRANT PROGRAM AWARD– HORSESHOE DAM Approve an Agreement between the Arizona Department of Homeland Security (AZDOHS) and the Maricopa County Sheriff’s Office, for the 2008 Homeland Security Grant Program, Award Number 444207-03 and acceptance of $193,030.00 in grant funding for the 2008 Buffer Zone Protection Plan (BZPP) Horseshoe Dam. The purpose of this funding is to strengthen both the prevention and response to events that could occur in the vicinity of the dam and is part of an overall regional security plan. A portion of this funding is specifically designated for the purchase of one 4X4 1-ton Crew Cab Pickup, a 24’ box trailer, and a Pontoon Boat. The term of this award is September 1, 2008 through May 31, 2011. This funding was included in the Sheriff’s Office grant budget submission as "Buffer Zone Protection" for FY2010. Also approve an exemption to the Technology Finance Program (TFP) for the one-time purchase of specialty dive equipment designated by AZDOHS for this project. The Sheriff’s Office indirect cost rate for FY2010 is 16.6%. Unrecoverable indirect costs associated with this Agreement are estimated to be $3,884.40. There will be capital purchases associated with this grant that are not included in the indirect cost calculation. (C-50-10-006-G-00)

21. ADDITION TO FLEET OF GRANT-FUNDED CUSTOMIZED PONTOON STYLE WATERCRAFT FOR HOMELAND SECURITY INFRASTRUCTURE PROTECTION Approve a one-time addition to fleet of a Homeland Security grant-funded customized pontoon style watercraft that will be equipped with chemical biological radiological and nuclear explosive detection and response devices. This addition to fleet includes its trailer, outboard engines, and lighting. The funding award for this item was approved in agenda item C-50-10-006-G-00, on August 5, 2009. It is part of a Homeland Security program that funds protection for critical infrastructure [project # 444207-03 in the buffer zone protection plan (BZPP)], Horseshoe Dam. The estimated value of this addition to fleet is $115,830, which was included in the financial impact for the original agenda item. Its annual operating costs are estimated to be $7,500 to be funded from future grant sustainment funds or boating and law enforcement grant funds. This is a one-time addition to fleet with no automatic funding from the general fund for its replacement. (C-50-10-051-M-00)

13. ONE-TIME ADDITION TO FLEET AND EXEMPTION FROM MARKINGS AND ISSUANCE OF NON-GOVERNMENT LICENSE PLATE OF ONE GRANT FUNDED TRUCK Approve a one-time addition to fleet of one 1-Ton Crew Cab 4X4 SRW LBD Truck with Camper Shell valued at $53,237.00. The Sheriff’s Office was awarded funding designated for this purchase from the Arizona Department of Homeland Security Award Agreement 08-AZDOHS-BZPP-444207-03, approved by the Board of Supervisors on August 5, 2009 (C-50-10-006-G-00). Also, approve per A.R.S. 38-538.03 exemption from markings and the issuance of non-government license plate. This vehicle will be used for enforcement disaster preparedness assignments where governmental anonymity is required to accomplish the mission. Also approve take home status of this vehicle as it will be used to respond to a certain type of call for service that could occur from any time or place and arriving to the destination as soon as possible would be essential. The estimated annual operating costs of this vehicle is $5,500 to be supported through the Enforcement Operations Command, Patrol Bureau, Lake Patrol Division; General Fund (100). This is one-time addition to the fleet and the vehicle will be retired at the end of its useful life with no funding from the general fund for its replacement. (C-50-10-054-V-00)

The Sheriff’s Office was awarded funding designated for this purchase from the Arizona Department of Homeland Security Award Agreement 08-AZDOHS-BZPP-444207-03, approved by the Board of Supervisors on August 5, 2009 (C-50-10-006-G-00). The estimated annual operating costs of this trailer is $500 to be supported through the Enforcement Operations Command, Patrol Bureau, Lake Patrol Division; General Fund (100).
