23. AGREEMENT WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR THE 2008 HOMELAND SECURITY GRANT PROGRAM AWARD– HORSE MESA DAM Approve an Agreement between the Arizona Department of Homeland Security (AZDOHS) and the Maricopa County Sheriff’s Office, for the 2008 Homeland Security Grant Program, Award Number 444207-04 and acceptance of $193,030.00 in grant funding for the 2008 Buffer Zone Protection Plan (BZPP) Horse Mesa Dam. The purpose of this funding is to strengthen both the prevention and response to events that could occur in the vicinity of the dam and is part of an overall regional security plan. A portion of this funding is specifically designated for the purchase of mobile and marine radios and one generator/air compressor. The term of this award is September 1, 2008 through May 31, 2011. This funding was included in the Sheriff’s Office grant budget submission as "Buffer Zone Protection" for FY2010. Also, approve an exemption to the Technology Finance Program (TFP) for the one-time purchase of specialty dive equipment, mobile and marine radios and one generator/air compressor designated by AZDOHS for this project. The Sheriff’s Office indirect cost rate for FY2010 is 16.6%. Unrecoverable indirect costs associated with this Agreement are estimated to be $21,521.90. There will be capital purchases associated with this grant that are not included in the indirect cost calculation. (C-50-10-007-G-00)
