21. AGREEMENT WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR THE 2010 HOMELAND SECURITY GRANT PROGRAM, RRT (RAPID RESPONSE TEAM) SUSTAINMENT PROJECT – 777813-03 Approve an Agreement with the Arizona Department of Homeland Security (AZDOHS) for the 2010 Homeland Security Grant Program, RRT (Rapid Response Team) Sustainment Project (Project # 777812-03) and acceptance of up to $160,000. The term of this award is October 1, 2010 through September 30, 2011. The majority of this funding will be used to purchase capital and non-capital equipment for the Rapid Response Team to enhance capabilities in All-Hazards Events response. This includes a portion of the cost for an armored vehicle (Project #777813-04). It also funds the expenses for two Officers to attend the FBI Hazardous Device School (bomb technicians’ school). This is new funding that will impact the overall Sheriff's Grant Fund appropriation. Therefore, a Sheriff's Grant Fund (251) reconciliation that includes this item is submitted to the Board for approval under separate cover. These revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law. The Sheriff’s Office indirect cost rate for FY2011 is 14% ($22,400). Unrecoverable indirect costs associated with this Agreement are estimated to be $14,420.00. There will be capital equipment purchases totaling $57,000 that are excluded from the indirect cost calculation. (C-50-11-037-G-00)

12. AMENDMENT TO THE SUBGRANTEE AGREEMENT FROM THE ARIZONA DEPARTMENT OF HOMELAND SECURITY # 777813-03 Approve Amendment No. 1 to the Subgrantee Agreement from the Arizona Department of Homeland Security, Project # 777812-03. This amendment extends the expiration date of the Agreement from September 30, 2011 until December 31, 2011. There are no other changes. This Amendment extends the amount of time available to the project which enhances the capabilities of the Rapid Response Team when responding to All-Hazards Events. (C-50-11-037-G-01)
