16. REIMBURSEMENT AGREEMENT WITH THE DRUG ENFORCEMENT ADMINISTRATION FOR ORGANIZED CRIME DRUG ENFORCEMENT TASK FORCES Approve the Agreement and acceptance of up to $726,380 in continued funding from the Drug Enforcement Administration, Organized Crime Drug Enforcement Task Force (OCDETF) Investigative/Strategic Initiative # SWAZP0519. The term of this Agreement is from March 1, 2011 through September 30, 2011. The Sheriff’s Office indirect cost rate for FY2011 is 14.0%. Unrecoverable indirect costs associated with this Agreement are estimated to be $68,093.20. There will be capital purchases ($240,000) associated with this grant that are not included in the indirect cost calculation. (C-50-11-077-G-00)

9. INCREASE TO SOLE SOURCE CONTRACT 09041-SS WITH HARRIS WIRELESS PRODUCTS GROUP FOR UPGRADES TO KINGFISH SYSTEM Approve an increase of $400,000 to the Sole Source Contract Serial 09041--SS with Harris Wireless Products Group for grant–funded upgrades to the KingFish Dual-Mode System and the required training. The term of the current contract ends May 19, 2011 with an option to extend for up to a maximum for four years at the County’s discretion. The Contractor must be notified in writing at least thirty day prior to the expiration of the original contract. Funding for this purchase will be from the Organized Crime Drug Enforcement Task Force (ONDETF). The OCDETF Grant (C-50-11-077-G-00) was approved by the Board on March 31, 2011. This increase to the Sole Source Contract will facilitate implementation. This will increase the Sole Source Contract amount an additional $400,000 to $701,300. Ongoing support from this purchase if applicable will be funded through OCDETF. The funding for the KingFish System Sole Source Contract was initially approved by the Board on May 20, 2009 under C-50-009-073-3-00. (C-50-09-073-3-02)

17. SOLE SOURCE PURCHASE OF EQUIPMENT FROM FLIR SYSTEMS, NORTH BILLERICA, MA Approve the Sole Source Purchase of Equipment from FLIR Systems, North Billerica, MA in the amount of $113,625. FLIR Systems is the only vendor that can provide RECON M18 Thermal Monocular equipment. This is a one time purchase of equipment. Funding for this purchase will be from the Organized Crime Drug Enforcement Task Force (OCDETF). The OCDETF Grant (C-50-11-077-G-00) was approved by the Board on March 30, 2011. SOLE SOURCE PURCHASE OF EQUIPMENT FROM KEL-TECH TACTICAL CONCEALMENTS LLC, TACOMA WA Approve the Sole Source Purchase of Equipment from Kel-Tech Tactical Concealments LLC, Tacoma WA in the amount of $69,265. Kel-Tech Tactical Concealments is the only vendor that can provide covert Street Light Head surveillance camera systems that transmit broadband and record target locations. This is a one time purchase of equipment. Funding for this purchase will be from the Organized Crime Drug Enforcement Task Force (OCDETF). The OCDETF Grant (C-50-11-077-G-00) was approved by the Board on March 30, 2011. This Sole Source Purchase will facilitate implementation.
