14. TRANSFER OF OWNERSHIP TO EMPLOYEE HANDLER FOR RETIRING K-9 Approve the permanent transfer and custody of retiring K-9, “Kenai,” to its respective Sheriff's Office handler, Deputy Carlos Rangel.
