10. MEMORANDUM OF UNDERSTANDING WITH SILENT WITNESS Approve a Memorandum of Understanding (MOU) between the Maricopa County Sheriff's Office and Silent Witness, a non-profit program created to give citizens the opportunity to assist law enforcement in solving crimes. This MOU establishes a formal understanding and framework for providing inmates housed at the Maricopa County Sheriff's Office an independent third party reporting facilitation to report acts of sexual abuse and sexual harassment. This is a non-financial understanding and is in keeping with the goals of the Prison Rape Elimination Act (PREA). (C-50-14-028-M-00)
