15. SOLE SOURCE PROCUREMENT OF BELL HELICOPTER 14070-SS Approve a Sole Source Procurement Contract (14070-SS) for $3,400,108 to purchase a new 2014 Bell 407GX Helicopter from Bell Helicopter, a Textron Company. The helicopter has a seven-person capacity with lift capabilities of up to 5,250 lbs. This aircraft's basic components are consistent with the current Sheriff's Office aircraft and Sheriff's pilots and mechanics are trained on this type of aircraft, which would result in minimal re-training. This manufacturer's product best meets requirements of the Maricopa County's Search and Rescue demands. It has the power, strength, and maneuverability required to safely negotiate Maricopa County's desert mountains, tight canyons, and arroyos in the face of strong monsoonal winds, temperature extremes, and other weather conditions unique to this area.
