12. INCREASE TO COMPETITION IMPRACTICABLE PROCUREMENT WITH IBM FOR COPLINK SOFTWARE SUPPORT Approve an increase of $1.3 million for a total of $2 million to the Competition Impracticable (CI) Procurement, in accordance with Maricopa County Procurement Code, Section MCI-351, with IBM to provide annual support for CopLink software as per contract 13149-CI, effective September 10, 2014 and expiring September 30, 2019. This item is grant funded through the Arizona Department of Homeland Security and was initially approved by the Board of Supervisors on October 8, 2014 in an agenda with an attached CI for $700,000 and first year (FY 2015) expenditure impact of $162,000. The AZLink structure has changed since the initial CI. Maricopa County's node now includes the City of Phoenix and City of Tucson, where originally they were independent nodes providing service to various cities and towns. This consolidation has resulted in CopLink funding previously directed to those jurisdictions now being directed to Maricopa County. Approval of this item will allow the Sheriff's Office to continue utilizing the CopLink system using the current vendor. This procurement covers 5 years of maintenance and data interface development (MCSO Data Source Integration Maintenance Services). The CopLink system is proprietary software of which only IBM can provide support. This contract is terminable at any time if grant funding ceases. In the event of termination, the County shall be liable for payment only for services rendered prior to the effective date of the termination. (C-50-15-025-M-01) 13. IGA WITH CITY OF TEMPE FOR DETENTION ACADEMY TRAINING Approve an Intergovernmental Agreement between City of Tempe and Maricopa County through the Sheriff's Office, in the not-to-exceed amount of $150 per academy participant. The purpose of this IGA is to allow City of Tempe Detention recruits to attend Sheriff’s Detention Training Academies. This IGA is effective from November 1, 2016 until June 30, 2020. The Sheriff's Office conducts several detention academies throughout the year. The cost is for supplies. (C-50-17-091-3-00)
