21. SUBGRANTEE AGREEMENT WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR THE 2014 HOMELAND SECURITY GRANT PROGRAM, MCSO EMERGENCY OPERATIONS ROOM PROJECT Approve a Subgrantee Agreement and acceptance of up to $82,500 in grant funding from the Arizona Department of Homeland Security (AZDOHS) for the 2014 Homeland Security Grant Program, MCSO Emergency Operations Room (EOR) Project #140805-04. The term of this award is October 1, 2014 through September 30, 2015. Any grant fund budget adjustments from this action will be handled in the Sheriff's grant fund FY 2015 mid-year appropriation adjustment request. The Sheriff’s Office indirect cost rate for FY2015 is 15.7%. Unrecoverable indirect costs associated with this Agreement are estimated to be $12,952.50. Approval of this project will create the capability for large-scale incident management within the Maricopa County Sheriff’s Office Communications Center, located in downtown Phoenix. This will provide multi-agency coordination for incident management by activating and operating an Emergency Operations Room for a pre-planned or no-notice event. This is vitally important to have attached to the MCSO Communications Division as MCSO jurisdiction is throughout the entire County and encompasses several municipalities. This would allow an efficient and effective means of providing a multi-agency unified command with direct physical access to the MCSO Dispatch area. (C-50-15-036-G-00)
