8. SUBGRANTEE AGREEMENT-REALLOCATION WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY AND ONE-TIME ADDITION TO THE FLEET Approve a Subgrantee Agreement-Reallocation and acceptance of up to $86,072 in continued grant funding from the Arizona Department of Homeland Security (AZDOHS) for the 2013 Homeland Security Grant Program, Terrorism Liaison Officer (TLO) Enhancement Project 130202-02. The term of this award is December 1, 2014 through July 31, 2015. Approve a one-time addition to the fleet of a One Ton, Four Door 4x4 truck that was the specific component of this funding for use by a Terrorism Liaison Officer and will enhance the capability of the office to prepare for, respond to and mitigate incidents of terrorism involving chemical, biological, radiological, nuclear and explosive (CBRNE) materials. This one-time addition to the fleet will be retired from the fleet at the end of its useful life with no funding from the general fund for replacement. Also, approve per A.R.S. 38-538.03 exemption from markings and the issuance of a non-government license plate. This vehicle will be used for enforcement disaster preparedness assignments where governmental anonymity is required to accomplish the mission. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. The Sheriff’s Office indirect cost rate for FY2015 is 15.7% ($13,513.30). Unrecoverable indirect costs associated with this Agreement are estimated to be $4,564.30. There will be capital equipment purchased that is excluded from the indirect cost calculation. The estimated annual operating cost of $7,500 will be supported through the Investigations and Intelligence Bureau, Criminal Intelligence, Counter Terrorism; General Fund (100). Approval to accept this funding will enable the Sheriff’s Office to purchase necessary equipment for the Terrorism Liaison Officers to insure proficiency in the performance of their mission and increase their capabilities.
