15. AGREEMENT AND ACCEPTANCE OF FUNDING FROM THE OFFICE OF NATIONAL DRUG CONTROL POLICY FOR THE HIGH INTENSITY DRUG TRAFFICKING AREA PROGRAM Approve the Agreement and acceptance of funding from the Office of National Drug Control Policy (ONDCP) Award Number G15SA0005A, for the High Intensity Drug Trafficking Area (HIDTA) Program in the amount of $122,110 for Maricopa County. The term of this funding is from January 1, 2015 to December 31, 2016. The Maricopa County Sheriff’s Office is the Fiduciary of these funds for Maricopa County. The Maricopa County Sheriff’s Office will receive $95,612. The Maricopa County Attorney’s Office will receive $26,498. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This amount represents 19.7% of the stated budget requirements ($619,848). Additional funding is anticipated through the enactment of public law (Statutory Authority for Grant: Public Law 113-164). The Sheriff’s Office will return to the Board for acceptance of the remaining funds when notification is received. The total unrecoverable indirect cost amount is $19,277.26. The Sheriff Office indirect rate is 15.7% and they will not recover $15,011.08. The County Attorney indirect rate is 16.1% and they will not recover $4,266.18. (C-50-15-054-G-00)

16. SUPPLEMENT TO AGREEMENT WITH THE OFFICE OF NATIONAL DRUG CONTROL POLICY FOR THE HIGH INTENSITY DRUG TRAFFICKING AREA PROGRAM – INITIATIVE XXV Approve Supplement No. 1 $497,738 to the Agreement with the Office of National Drug Control Policy (ONDCP) Award Number G15SA0005A, for the High Intensity Drug Trafficking Area (HIDTA) Program, This supplement is an increase of $497,738 increasing the agreement amount from $122,110 to $619,848. The term of this funding is unchanged January 1, 2015 to December 31, 2016. The Maricopa County Sheriff’s Office is the Fiduciary of these funds for the County. The Maricopa County Sheriff’s Office will receive an additional $389,730 (from $95,612 to 485,342). The Maricopa County Attorney’s Office will receive an additional $108,008 (from $26,498 to $134,506). Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This amount represents the remaining 80.3% of the stated budget requirements ($619,848) and represents the total FY 2015 budget and spending ceiling for this initiative. The total unrecoverable indirect cost amount is $78,576.90. The Sheriff Office indirect rate is 15.7% and they will not recover $61,187.61. The County Attorney indirect rate is 16.1% and they will not recover $17,389.29. The original funding was approved by the Board of Supervisors on January 21, 2015 (C-50-15-054-G-00).
