13. VEHICLE USE AGREEMENT WITH THE NATIONAL INSURANCE CRIME BUREAU AND TEMPORARY ADDITION TO THE FLEET – HONDA CIVIC Approve the Vehicle Use Agreement between the National Insurance Crime Bureau (NICB) and the Maricopa County Sheriff’s Office (MCSO) and a temporary addition to the fleet of a 1995 Honda Civic. The term of this Agreement is through September 28, 2015. This vehicle will be used for a designated purpose in association with the Arizona Automobile Theft Authority (AATA) Law Enforcement Program. Also approve exemptions from markings in accordance with A.R.S. §38-538.03 and the use of undercover plates. This vehicle will not be a take home vehicle and will only be used to conduct theft suppression details. The estimated annual operating cost of this vehicle is $500 to be supported through the Arizona Auto Theft Authority (AATA) grants. This is a temporary addition to the fleet and the vehicle will be returned or a new vehicle use agreement will be submitted for approval and there will be no funding from the general fund for its replacement.
