17. SUBGRANTEE AGREEMENT WITH ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR THE MULTI-AGENCY TERRORISM LIAISON OFFICER INCIDENT COMMUNICATION ENHANCEMENT PROJECT Approve a Subgrantee Agreement and acceptance of up to $20,000 in grant funding from the Arizona Department of Homeland Security (AZDOHS) for the 2015 Homeland Security Grant Program, Multi-Agency Terrorism Liaison Officer (TLO) Incident Communication Enhancement Project #150204-01. The term of this award is October 1, 2015 through September 30, 2016. Any grant fund budget adjustments from this action will be handled in the Sheriff's grant fund FY 2016 mid-year appropriation adjustment request. These grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. The Sheriff’s Office indirect cost rate for FY2016 is 17%. Unrecoverable indirect costs associated with this Agreement are estimated to be $3,400. Funding will be used to purchase software licensing for a program that promotes information sharing and dissemination goals within incident management. This communication is applicable to fire department personnel and law enforcement at the municipal, county, state, tribal and federal level. (C-50-16-029-G-00)
