19. MOU TO TRANSFER A GRANT AWARD FROM ARIZONA DEPARTMENT OF HOMELAND SECURITY TO THE ARIZONA DIVISION OF EMERGENCY MANAGEMENT AND MILITARY AFFAIRS, DIVISION OF EMERGENCY MANAGEMENT FOR TERRORISM LIAISON OFFICER REGIONAL TRAINING Authorize an MOU to convey a designated grant award of $12,280 for Terrorism Liaison Officer (TLO) regional training from Maricopa County on behalf of the Sheriff's Office to the Arizona Division of Emergency and Military Affairs (DEMA), Division of Emergency Management from the Arizona Department of Homeland Security (AZDOHS) for the 2015 Homeland Security Grant Program, Terrorism Liaison Officer (TLO) Training Project - 150811-04. This MOU directs the Arizona Department of Emergency and Military Affairs to retain and manage this grant during the performance period because it is better suited and equipped to carry out the grant's purpose. Arizona Department of Emergency Management has volunteered to become the fiduciary of the training funds designated for the local governments within Maricopa County because of its Training and Exercise Division dedicated to the developing, maintaining, and managing regional training classes and exercises for the State of Arizona.
