12. SUPPLEMENT TO AGREEMENT WITH THE OFFICE OF NATIONAL DRUG CONTROL POLICY FOR THE HIGH INTENSITY DRUG TRAFFICKING AREA PROGRAM – INITIATIVE XXVIII Approve retroactively supplement #3 to the Agreement with the Office of National Drug Control Policy (ONDCP) Award Number G18SA0005A, for the High Intensity Drug Trafficking Area (HIDTA) Program. This supplement is an increase of $25,000.00 to the agreement amount from $620,151.60 for a total of $645,151.60. The term of this funding is unchanged January 1, 2018 to December 31, 2019. This amount will be applied to the Maricopa County Sheriff’s Office allocation, increasing it from $461,504.60 to $486,504.60. The HIDTA Program is sponsored/funded by the Office of National Drug Control Policy (ONDCP). This funding is recurring and has been awarded to the Sheriff’s Office since 1998. The Sheriff’s Office indirect cost rate for FY20 is 16.3%. The total unrecoverable indirect cost amount is $4,075. The unrecoverable indirect cost of $4,075 will be covered by the department General Fund. This supplement will be used for overtime costs worked by MCSO detectives on HIDTA cases. This funding supports of the Sheriff’s public safety mandate through efforts to reduce illegal drug use with the interruption of drug trafficking. There is no matching requirement and there are no future or ongoing contributions required after the grant period ends. This is a non-competitive award. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law.
