11. VICTIMS' GRANT FUNDING FROM THE ARIZONA ATTORNEY GENERAL FOR NOTIFICATION Approve the receipt of FY 2018-19 grant funds to the Sheriff’s Office from the State of Arizona, Office of the Attorney General, in the amount of $195,701. These grant funds will support direct costs of implementing victims’ rights laws pursuant to Arizona Revised Statues Title 13, Chapter 40 and Title 8, Chapter 3 that require victim notification upon a suspect's arrest, next court appearance, release from custody, post-conviction/post adjudication release and other custody status changes. This funding is associated with an agreement, A.G. #2019-046, which commenced retroactively July 1, 2018 and terminates on June 30, 2019. Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents related to this award. These grant revenues are not “local revenues” for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This award is paid in advance and continued funding is not guaranteed. The Sheriff’s Office indirect cost rate for FY19 is 18.3%. The recoverable amount for indirect costs is zero; the non-recoverable cost is $35,813.28, to be absorbed by the General Fund. There is no matching or ongoing commitment requirement nor is there a competitive bid process for this grant because it is mandated by statute. This award will fund staffing at the following levels: three, .45 FTE Justice System Clerk positions, two .50 FTE Justice System Clerk positions, one .50 Justice System Clerk Senior and one, .51 FTE Justice System Clerk Supervisor position plus operating expenses.
