15. ACCEPTANCE OF ENTITLEMENT FUNDS FROM ARIZONA DEPARTMENT OF EDUCATION FOR THE 2019 COUNTY JAIL PROGRAM Approve acceptance of $142,188.72 in continued funding from the Arizona Department of Education, 2019 County Jails Education Program for the Maricopa County Sheriff’s Office Jail Education Program. This funding is recurring and has been awarded to the department for at least twenty years. A cash or in-kind match is not applicable. There is no future or ongoing contribution required following termination of the grant period. The Sheriff’s indirect cost rate is 18.3% for a total of $26,020.54 of which no amount is recoverable and $26,020.54 is non-recoverable. This funding is for a mandated function and provides supplies and services used for the Sheriff’s Office Jail Education Program that is mandated for all prisoners who are under the age of 18 and prisoners with disabilities who are under the age of 21 or younger who are confined in the County jail. The funding is legislated, formulaic and is non-competitive. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law.
