23. APPROPRIATION TRANSFER Pursuant to A.R.S. §42-17106B, authorize the following not-to-exceed transfer of expenditure authority within the FY 2019 budget: a) Decrease the expenditure authority in the Non Departmental (D470) Detention Fund (255) Non Recurring Non Project (NRNP) budget line "MCSO Bull System Maintenance" (4711) by an amount not-to-exceed $1,338,249 and b) Increase the expenditure authority in the Sheriff’s Office (D500) Detention Fund (255) Non Recurring Non Project (NRNP) budget by an amount not to exceed $1,338,249 These actions will have a County-wide net impact of zero and they do not alter the budget constraining the expenditure of local revenue duly adopted by the Board pursuant to A.R.S. §42-17105. This not-to-exceed expenditure appropriation increase will allow the Sheriff’s Office to fund the extension of the maintenance of the current jail management information system (Bull system) through the end of FY 2019. A new jail management information system is being implemented and the current system will need to be maintained until the implementation is complete. If at year-end, the MCSO Detention Fund budget savings are not sufficient to support this additional expenditure, budget expenditure authority will be transferred up to the amount of the approved transfer.
