11. RESOLUTION APPROVING THE SUBMISSION OF PROJECTS FOR CONSIDERATION IN ARIZONA’S 2020 HIGHWAY SAFETY PLAN AND ONE-TIME ADDITION TO FLEET Adopt a Resolution approving application and acceptance of up to $487,260 in reimbursable grant funding from the Governor’s Office of Highway Safety (GOHS). This pass-through federal funding will be used for overtime, training and equipment, to accomplish projects relating to highway safety. This resolution for Maricopa County specifically approves the filing and acceptance of grant funding from the priority Program areas: 1) of Accident Investigation ($65,200); 2) Impaired Driving (DUI Enforcement & Underage Drinking Enforcement) ($296,413); 3) Police Traffic Services (/Speed Control and Buckle Up AZ) ($83,647); and 4) Warrant Detail ($42,000). The anticipated term of the funding is October 1, 2019 through September 30, 2020. The Sheriff's Office has received this funding for approximately 20 years, and it is re-occurring. This award is competitive. There is no match requirement; however, the Sheriff’s Office will be responsible for funding the difference in cost between the 40% allowable employer related expense reimbursement and the actual percent of 69.39%, which is $69,948. This funding does not allow indirect cost recovery. The Sheriff’s Office indirect cost rate for FY2019 is 18.3%. Capital equipment purchases comprise $58,023 of the $487,260 total for an indirect cost base of $429,237. Unrecoverable indirect costs associated with this grant funding are estimated to be $78,550. There are no future or ongoing contributions required after the grant ends. This funding supports and enhances the Sheriff’s Office mandate. Also approve a one-time addition to fleet of a Patrol Vehicle that will be equipped with two radios and MDC and docking stations to be funded through the DUI Enforcement component of this project. Specific vehicle information to be provided following acquisition. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This funding is earmarked primarily for overtime expense, training, services, and the purchase of program related equipment items that include a patrol vehicle with radios and MDC. (C-50-19-067-G-00) 12. COMPETITION IMPRACTICABLE WITH TELEDYNE SEABOTIX FOR REPLACEMENT OF SEABOTIX ROV (REMOTELY OPERATED VEHICLE) Approve a single source competition impracticable for the Sheriff’s Office acquisition of a replacement Seabotix Remotely Operated Vehicle (ROV), that acts as the main underwater unit for the search and rescue team, estimated to cost $223,450 plus any applicable tax and shipping, to be purchased from the Sheriff’s Office General Fund. Seabotix is the manufacturer and sole provider of the Seabotix ROV. It is critical to maintain consistency with the ROB platform to ensure that MCSO search and rescue staff can easily transition to the new unit having instant operational and maintenance knowledge. The Chief Procurement Officer can approve procurements up to $100,000. This request is over $100,000 and must be submitted as an agenda item to the Board of Supervisors for consideration. Approve a one-time addition to fleet of this item for which the life expectancy is estimated to be 7 – 8 years. (C-50-19-069-3-00)
