9. SUPPLEMENT TO THE AGREEMENT WITH THE OFFICE OF NATIONAL DRUG CONTROL POLICY FOR THE HIGH INTENSITY DRUG TRAFFICKING AREA PROGRAM – INITIATIVE XXIX Approve acceptance of Supplement #2 in the amount of $1,654.00 to the Grant Award with the Office of National Drug Control Policy (ONDCP) Award Number G19SA0005A, for the High Intensity Drug Trafficking Area (HIDTA) Program. This supplement is an increase of $1,654.00 increasing the agreement amount from $654,949.30 to $656,603.30. The term of this funding is unchanged January 1, 2019 to December 31, 2020. The Maricopa County Sheriff’s Office will receive an additional $1,654 (increasing its current portion of the award from $466,533.60 to $468,187.60). The Sheriff’s Office indirect cost rate for FY20 is 16.3%. The total unrecoverable indirect cost amount is $269.60. The unrecoverable indirect cost of $269.60 will be covered by the department General Fund. HIDTA funding is recurring, and there is no match requirement. The original funding was approved by the Board of Supervisors on May 22, 2019 (C-50-19-079-G-00). Supplement 1 was approved on 7/31/2019 (C-50-19-079-G-01). Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. The HIDTA Program is sponsored/funded by the Office o National Drug Control Policy (ONDCP). These grant funds are to support and enhance activities in accordance with the approved ONDCP HIDTA Program Policy and Budget Guidance (PPBG). There has been participation in the HIDTA program since approximately 1998. (C-50-19-079-G-02)

SUPPLEMENT TO AGREEMENT WITH THE OFFICE OF NATIONAL DRUG CONTROL POLICY FOR THE HIGH INTENSITY DRUG TRAFFICKING AREA PROGRAM – INITIATIVE XXIX Approve Supplement #3 to the Agreement with the Office of National Drug Control Policy (ONDCP) Award Number G19SA0005A, for the High Intensity Drug Trafficking Area (HIDTA) Program reducing the current award amount by $10,000.00 from $656,603.30 to $646,603.30. The term of this funding is unchanged January 1, 2019 to December 31, 2020. The reduction will impact the Maricopa County Sheriff’s Office portion of the HIDTA award reducing the total from $468,187.60 to $458,187.60. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This amount represents reprogrammed funding for HIDTA related overtime for the City of Buckeye. The original funding was approved by the Board of Supervisors on May 22, 2019 (C-50-19-079-G-00). SUPPLEMENT #4 TO THE AGREEMENT WITH THE OFFICE OF NATIONAL DRUG CONTROL POLICY (ONDCP) FOR THE HIGH INTENSITY DRUG TRAFFICKING AREA (HIDTA) PROGRAM – INITIATIVE XXIX Approve Supplement #4 to the Agreement with the to the Agreement with the Office of National Drug Control Policy (ONDCP) Award Number G19SA0005A, for the High Intensity Drug Trafficking Area (HIDTA) Program, The amount of this supplement is $26,813.83 increasing the agreement amount from $646,603.30 to $673,417.13. The term of this funding is unchanged January 1, 2019 to December 31, 2020. The Maricopa County Sheriff’s Office will receive an additional $26,813.83 (from $458,187.60 to $485,001.43 and will be used for salaries and benefits. The Sheriff’s Office indirect cost rate for FY21 is 14.6%. The unrecoverable indirect cost of $3,914.82 will be covered by the department General Fund. This supplement is non-competitive, non-recurring with no match and no funding requirements when the funding period ends. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law.
