15. AGREEMENT AND ACCEPTANCE OF FUNDING FROM THE OFFICE OF NATIONAL DRUG CONTROL POLICY FOR THE HIGH INTENSITY DRUG TRAFFICKING AREA (HIDTA) PROGRAM Approve the Agreement and acceptance of funding from the Office of National Drug Control Policy (ONDCP) Award Number G19SA0005A, for the High Intensity Drug Trafficking Area (HIDTA) Program in the amount of $641,666 for Maricopa County. The term of this funding is from January 1, 2019 to December 31, 2020. This is a reimbursement grant. MCSO is not obligated to continue the program after the funding period and there is no match requirement. This amount represents 100% of the stated budget requirements. Additional funding is not anticipated. The funding award is recurring and the Sheriff’s Office has participated in HIDTA since approximately 1998. This award is competitive and enhances mandated functions. The Maricopa County Sheriff’s Office (MCSO) is the Fiduciary of these funds for Maricopa County. MCSO will receive a total of $531,889: $73,648 for Intelligence and $458,241for Interdiction. The Maricopa County Attorney’s Office will receive $109,777 for Investigation. The Sheriff’s Office indirect rate is 18.3% and is applicable to the award amount of $531,889 for a non-recoverable amount of $97,335.69 to be absorbed by the General Fund. The County Attorney’s Office indirect rate is 13.5% and is applicable to the award amount of $109,777 for a non-recoverable amount of $14,819.90. The MCSO General Fund liability for direct payroll expenses not covered by the Grant is estimated to be $220,524 and is budgeted. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. The HIDTA Program is sponsored/funded by the Office of National Drug Control Policy (ONDCP). These grant funds are to support and enhance activities in accordance with the approved ONDCP HIDTA Program Policy and Budget Guidance (PPBG). The majority of this award is directed to salaries and overtime ($506,203) with the remaining amount of $135,463 being designated for communications, vehicle leases, investigative and office supplies, and travel and training. This supplement is an increase of $13,283.30 increasing the award amount from $641,666.00 to $654,949.30. The term of this funding, January 1, 2019 to December 31, 2020, is unchanged. The Maricopa County Sheriff’s Office is the Fiduciary of these funds for Maricopa County and will receive $8,292.60 of the additional funding. The Sheriff’s Office indirect rate is 16.3% and Indirect costs associated with the Sheriff's Office portion of the award is $1,351.69; 100% of which will not be recovered. The Maricopa County Attorney’s Office will receive $4,990.70 of the supplement. The County Attorney's Indirect cost rate is 15.8% and its indirect costs associated with this award are $788.53; 100% of which will not be recovered. The Maricopa County Sheriff’s Office will receive an additional $1,654 (increasing its current portion of the award from $466,533.60 to $468,187.60). The Sheriff’s Office indirect cost rate for FY20 is 16.3%. The total unrecoverable indirect cost amount is $269.60. The unrecoverable indirect cost of $269.60 will be covered by the department General Fund. HIDTA funding is recurring, and there is no match requirement.
