14. FUNDING FROM THE ARIZONA GAME AND FISH COMMISSION FOR LAW ENFORCEMENT BOATING SAFETY FUND FY20 Approve acceptance of up to $405,000 in continued funding from the Arizona Game and Fish Commission for Law Enforcement Boating Safety. The term of this funding is estimated to be July 1, 2019 through June 30, 2020. This funding award is recurring and has been awarded to the Sheriff’s Office for many years. The Sheriff’s indirect cost rate for FY19 is 18.3%. These funds are statutory (A.R.S. § 5-383) and indirect cost recovery is not allowed. Capital equipment purchases, valued at $175,000, are excluded from the indirect cost calculation and the unrecoverable indirect cost is ($42,090). There are no future or ongoing contributions required after the grant period ends. Funding will be used to pay for personnel costs, purchase equipment, maintenance/repair and/or replacement of watercraft patrol boat(s) to continue effectively patrolling the waterways in Maricopa County. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. 26. INCREASE TO FUNDING FROM THE ARIZONA GAME AND FISH COMMISSION FOR LAW ENFORCEMENT BOATING SAFETY FUND FY20 Approve an increase in the total amount of continued funding from Arizona Game and Fish Commission for Law Enforcement Boating Safety designated for FY 2020 from $405,000 to $407,639. On June 26, 2019, the BOS approved action C-50-19-083-G-00 accepting up to $405,000 in continued funding from the Arizona Game and Fish Commission. Actual funding received from Arizona Game and Fish exceeded the original estimate by $2,639. The MCSO indirect cost rate for FY 2020 was 16.3%, or $430.16 on the additional amount, of which zero was recoverable. 100% of indirect costs, $430.16, on this additional amount is absorbed by the MCSO General Fund. This funding is recurring, non-competitive, there is no match and there is no obligation after the funding period ends. (C-50-19-083-G-01)

29. FUNDING FROM THE ARIZONA GAME AND FISH COMMISSION – FOR LAW ENFORCEMENT BOATING SAFETY FUND FY20 Accept $2,639 in additional funding from the State of Arizona Game and Fish Commission for Boating Law Enforcement and Safety increasing the funding amount to $407,639. The BOS approved an action on June 26, 2019 accepting $405,000 in funding for this program. This funding will be used to pay for personnel costs, purchase equipment, maintenance/repair and/or replacement of watercraft patrol boat(s) to continue effectively patrolling the waterways in Maricopa County. The Sheriff’s indirect cost rate for FY21 is 14.6%. These funds are the result of A.R.S. § 5-383 and indirect cost recovery is not allowed. Thus, the unrecoverable indirect cost impact of this funding is ($385.29). This funding in reoccurring, non-competitive, with no match requirement. There are no future or ongoing contributions required when the funding period ends. This funding supports Sheriff’s Office public safety mandate which encompasses patrolling waterways in Maricopa County. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law.
