29. ENTITLEMENT FUNDS FROM ARIZONA DEPARTMENT OF EDUCATION FOR THE 2020 COUNTY JAILS EDUCATION PROGRAM Approve acceptance of $141,227.76 in continued funding from the Arizona Department of Education, 2020 County Jails Education Program for the Maricopa County Sheriff’s Office Jail Education Program. This funding is recurring and has been awarded to the department for many years. There is no match of any type required nor does this funding require future or ongoing contributions following termination of the grant period. The Sheriff’s indirect cost rate is 16.3% for a total of $23,020.12 of which a $0 is recoverable. Funding provides supplies and services for the Sheriff’s Office Jail Education Program, which is mandated for all prisoners who are under the age of 18 and prisoners with disabilities who are under the age of 21 who are confined in the County jail. The funding is legislated, formulaic and is non-competitive. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law.
