13. COMPETITION IMPRACTICABLE WITH MJ MARTIN, INC. Approve a Competition Impracticable with MJ Martin, Inc. in the amount not to exceed $146,910 for additional training and coaching of MCSO Custody Bureau staff to completely transition to a new method of inmate supervision and management. This will be funded from the Sheriff’s Jail Enhancement Fund (214). MCSO has received technical assistance and coaching from facilitators of the National Institute of Corrections (NIC) since May in preparation for the transition in 2020 to a new jail facility that will be managed in a totally new way. In September, MCSO hosted National Institute of Corrections training by MJ Martin at a cost of $23,000. Those that attended the training recommended additional training and expansion to the approximately 400+ officers and supervisors that will soon transition to the new jail facility. Another CI for $77,000 was approved in December to continue the training in January. It is essential for the Sheriff’s Office continue and complete the training with this company that is certified by the NIC and familiar with MCSO’s current operations and transition requirements. The projected total expenditure year to date is not expected to exceed $246,910. This training is crucial to the successful transitioning of staff to the new inmate management system at the new facility. (C-50-20-036-M-00)
