15. MOU WITH CITY OF PHOENIX CONCERNING USE OF NATIONAL INTEGRATED BALLISTIC INFORMATION NETWORK Approve a Memorandum of Understanding (MOU) between the City of Phoenix for and on behalf of the Phoenix Police Department (PPD) and Maricopa County on behalf of the Sheriff’s Office (MCSO) regarding scheduling and use of PPD’s National Integrated Ballistic Information Network (NIBIN). The purpose of this MOU is to set forth agreed upon procedures for management, accountability, direction, authority and liabilities of the parties. This is a non-financial MOU, effective upon signature of both parties and will remain in effect for five (5) years. It may be extended by mutual written consent of authorized parties and canceled at any time upon mutual written consent of the parties with a 30-day notice. The NIBIN is property of the US Bureau of Alcohol, Tobacco and Firearms (ATF). NIBIN is the only national network that allows for the capture and comparison of ballistic evidence to aid in solving and preventing violent crimes involving firearms. NIBIN provides investigators the ability to compare their ballistics evidence against evidence from other violent crimes. PPD has permission to provide NIBIN network and systems access to another law enforcement agency provided the other law enforcement agency agrees to the same restrictions on the use of the NIBIN network and systems as placed on the PPD. Approval of this action enables MCSO’s use and participation of the network through the City of Phoenix. (C-50-20-045-3-00)
