20. ARIZONA DEPARTMENT OF EDUCATION FOR THE FY2021 INDIVIDUALS WITH DISABILITIES EDUCATION ACT (IDEA) BASIC ENTITLEMENT Approve acceptance of $32,967.69 in continued and recurring grant funding from the Arizona Department of Education, for the FY2021 Individuals with Disabilities Education Act (IDEA) Basic Entitlement. This funding has been awarded for the last seventeen (17) years and provides contracted special education consulting services for staff training and IDEA implementation along with a variety of contracted professional services for juvenile inmates. The term of this funding is from July 1, 2020 through June 30, 2021. The Sheriff’s indirect cost rate is 16.3%. Total indirect costs associated with this award are estimated to be $4,797.98, of which $3,532.25 is allowable and recoverable. Unrecoverable indirect costs associated with this funding are estimated to be $1,265.72. There is a cap of 12% on operating costs. A cash or non-cash match is non-applicable. This award supports a continuing mandated function. This award is non-competitive and the amount funded is based on number of eligible students and enrollment. There are no future or ongoing contributions required after the grant period ends. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. The priority use for these funds is to ensure Maricopa County Jail Education Programs follow state and federal special education requirements. These funds will be used to contract with special education consultants to work with staff in implementing the IDEA Laws and Regulations, to assist staff in providing transitional services and to assist in special education program improvement efforts. The Sheriff’s Office has participated in the County Jails Education Program for many years. (C-50-20-052-G-00)

This funding has been awarded for the last seventeen (17) years and provides contracted special education consulting services for staff training and IDEA implementation along with a variety of contracted professional services for juvenile inmates. The term of this funding is from July 1, 2020 through June 30, 2021. The Sheriff’s Office indirect cost rate for FY2021 is 14.6%. Total indirect costs associated with this award are estimated to be $7,457.18 of which zero ($0.00) is recoverable. Indirect cost recovery was not granted for the FY21 award. A cash or non-cash match is non-applicable. The award is non-competitive and is based on number of eligible students and enrollment. This award supports a continuing mandated function.
