34. COMPETITION IMPRACTICABLE WITH NETSIAN TECHNOLOGIES GROUP (WILSON ELECTRIC) Approve a Competition Impracticable with Netsian Technologies Group (Wilson Electric) to purchase Milestone Systems, a video management software (VMS), which provides a fully scalable product specifically designed for high security surveillance in the amount of $115,063, excluding certain taxes, and any additional labor or materials required by change order or by the local jurisdiction having authority at the time of inspection. This is an enhanced camera security system and replaces the current system in the Sheriff's Headquarters building, which is unreliable and no longer meets MCSO's security needs. Existing pathways and cabling will be used. Netsian is the only local authorized reseller for Milestone Systems VMS product as stated by Milestone. The MCSO has purchased Milestone previously for two divisions (Special Investigations and the ACTIC). Milestone is a proven VMS and the MCSO has trained staff to operate this system effectively. Over the years the MCSO has purchased four (4) other VMS manufacturers, none of these provide the tools and flexibility which Milestone offers or the reliability that is essential in this building.
