22. COVID-19 DO AND SWORN STIPEND Approve a one-time, lump sum, stipend of $500 each for MCSO's detention officers and sworn officers, all ranks, to recognize their unfailing response during a time of COVID-19 virus and recent civil unrest. All MCSO's sworn and detention staff are expected to mobilize and support public safety efforts during large gatherings of the public which have occurred and are expected to continue in the coming months. Detention officers at all levels are at heightened risk of exposure to COVID-19 given the nature of their essential job duties and the congregate settings in which they work. To date, over 160 detention employees have tested positive for COVID-19. Sworn officers at all levels are a heightened risk of exposure to COVID-19 given the nature of their jobs interacting with the public and the widespread ongoing transmission throughout Maricopa County. This stipend would be a small recognition of these employees' commitment to come to work. There are 1,933 detention and 665 sworn staff members. Also, pursuant to A.R.S. 42.17106 (B), authorize the following appropriation adjustments for the FY 2021 budget: 1) Increase the FY 2021 Sheriff (D500) Detention Fund (255) Non-recurring (NREC) by $1,400,000. 2) Decrease the FY 2021 expenditure authority for Non-Departmental (470) Detention Fund (255) Non-recurring (NREC) budget in a line, "Unassigned Contingency," (4711) by $1,400,000. 3) Increase the FY 2021 Sheriff (D500) General Fund (100) Non-recurring (NREC) budget by $600,000. 4) Decrease the FY 2021 expenditure authority for Non-Departmental (470) General Fund (100) Non-recurring (NREC) budget in a line, "Unassigned Contingency," (4711) by $600,000.
