15. AGREEMENT WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR BOMB SQUAD CHEMICAL IDENTIFICATION SYSTEM (50CHEMID) - FFY2021 Approve Agreement Number 18-AZDOHS-HSGP-180206-03 from the Arizona Department of Homeland Security Bomb Squad Chemical Identification System (50CHEMID) for grant funding in the amount of $113,438 to the MCSO for the award period beginning March 1, 2021 and terminating on July 31, 2021. This Agreement may be terminated by any of the parties by written notice to the other parties thirty (30) business days prior to termination. The funding award is not recurring and there is no match requirement. The Sheriff’s Office indirect cost rate for FY21 is 14.6%, applicable to the award amount of $113,438 less capital equipment expenses of $113,438 for an indirect cost base of $0 and indirect costs of $0. There are no future or ongoing contributions required after the grant period ends; however, property (items) purchased with these funds must remain available to the unit for the duration of its existence and/or the useful life of the item. This is not a mandated function although it supports the MCSO public safety mandate and provides a benefit to the citizens by responding to serious incidents involving hostages and/or individuals which have been identified as being involved in serious criminal offenses and/or terrorist activities. This is a competitive award. The Maricopa County Sheriff’s Office is one of several local law enforcement agencies in the Phoenix metro area that participate in this effort. This is reimbursement funding that will be used to purchase non-capital and capital equipment. These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law.
