32. ARIZONA DEPARTMENT OF EDUCATION FOR THE FY2022 INDIVIDUALS WITH DISABILITIES EDUCATION ACT (IDEA) BASIC ENTITLEMENT Approve acceptance of $264.29 from the Arizona Department of Education for a revised amount of $33,952.17 in continued grant funding from the Arizona Department of Education, for the FY2022 Individuals with Disabilities Education Act (IDEA) Basic Entitlement. The original amount of $33,687.88 was approved by the Board of Supervisors on April 7, 2021 (C-50-21-151-X-00). This funding has been awarded the last eighteen (18) years and provides contracted special education consulting services for staff training and IDEA implementation along with a variety of contracted professional services for juvenile inmates. The term of this funding is from July 1, 2021 through June 30, 2022. The Sheriff’s Office indirect cost rate for FY2022 is 14.74%. Total indirect costs associated with this award increase are estimated to be $38.96 of which zero ($0.00) is recoverable. Indirect cost recovery was not granted for the FY22 award. A cash or non-cash match is non-applicable. The award is non-competitive and is based on number of eligible students and enrollment. This award supports a continuing mandated function. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. 18. AMENDMENT FOR ADDITIONAL FUNDING FROM ARIZONA DEPARTMENT OF EDUCATION FOR THE FY2022 INDIVIDUALS WITH DISABILITIES EDUCATION ACT (IDEA) BASIC ENTITLEMENT Amendment #2 to approve acceptance of $15,832.22 in additional funding from the Arizona Department of Education. This is continued grant funding designated for the FY2022 Individuals with Disabilities Education Act (IDEA) Basic Entitlement. The original amount, approved on April 7, 2021 (C-50-21-151-X-00), was $33,687.88. That amount was amended on January 12, 2022 (C-50-21-151-X-01) for a new total of $33,952.17. Approval of this action results in an FY 2022 total of $49,784.39. This funding has been awarded the last eighteen (18) years and provides contracted special education consulting services for staff training and IDEA implementation along with a variety of contracted professional services for juvenile inmates. The term of this funding is from July 1, 2021 through June 30, 2022. The Sheriff’s Office indirect cost rate for FY2022 is 14.74%. Total indirect costs associated with this award increase are estimated to be $2,333.67 of which zero ($0.00) is recoverable. Indirect cost recovery was not granted for the FY22 award. A cash or non-cash match is non-applicable. The award is non-competitive and is based on number of eligible students and enrollment. This award supports a continuing mandated function. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. The priority use for these funds is to ensure Maricopa County Jail Education Programs are in compliance with state and federal special education requirements. These funds will be used to contract with special education consultants to work with staff in implementing the IDEA Laws and Regulations, to assist staff in providing transitional services and to assist in special education program improvement efforts. The Sheriff's Office has participated in the County Jails Education Program for many years. (C-50-21-151-X-02)
