15. ARIZONA DEPARTMENT OF EDUCATION FOR THE FY2023 INDIVIDUALS WITH DISABILITIES EDUCATION ACT (IDEA) BASIC ENTITLEMENT REVISED Approve acceptance of up to $40,000.00 in continued and recurring grant funding from the Arizona Department of Education, for the FY2023 Individuals with Disabilities Education Act (IDEA) Basic Entitlement. The term of this funding is from July 1, 2022 through June 30, 2023. The Sheriff’s indirect cost rate is 14.74%. Total indirect costs associated with this award are estimated to be $5,896. Indirect cost recovery was not approved for this award this year. These costs will be absorbed by the Inmate Services fund. A cash or non-cash match is non-applicable. The award is non-competitive and is based on number of eligible students from enrollment counts taken in October of each year. This award supports a mandated function. The priority use for these funds is to ensure Maricopa County Jail Education Programs follow state and federal special education requirements. These funds will be used to contract with special education consultants to work with staff in implementing the IDEA Laws and Regulations, to assist staff in providing transitional services and to assist in special education program improvement efforts. The Sheriff’s Office has been awarded this funding for the last nineteen (19) years and provides contracted special education consulting services for staff training and IDEA implementation along with a variety of contracted professional services for juvenile inmates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. ARIZONA DEPARTMENT OF EDUCATION FOR THE FY2023 INDIVIDUALS WITH DISABILITIES EDUCATION ACT (IDEA) BASIC ENTITLEMENT Approve acceptance of revised amount of $48,713.33 in continued grant funding from the Arizona Department of Education, for the FY2023 Individuals with Disabilities Education Act (IDEA) Basic Entitlement. This item replaces the MCSO’s original request, approved by the Board of Supervisors on March 9, 2022 (C-50-22-122-X-00) for $40,000.00. This funding has been awarded the last nineteen (19) years and provides contracted special education consulting services for staff training and IDEA implementation along with a variety of contracted professional services for juvenile inmates. The term of this funding is from July 1, 2022 through June 30, 2023. The Sheriff’s Office indirect cost rate for FY2023 is 12.30%. Total indirect costs associated with this award increase are estimated to be $1,071.74 of which zero ($0.00) is recoverable. Indirect cost recovery was not granted for the FY23 award. A cash or non-cash match is non-applicable. The award is non-competitive and is based on number of eligible students and enrollment. This award supports a continuing mandated function. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. The priority use for these funds is to ensure Maricopa County Jail Education Programs are in compliance with state and federal special education requirements.
