31. MOU WITH MARICOPA COUNTY PARKS AND RECREATION Approve a Memorandum of Understanding (MOU) between Maricopa County Parks and Recreation and Maricopa County Sheriff’s Office effective July 1, 2021 concerning MCSO’s jurisdiction and responsibility over law enforcement and public safety on all Maricopa County Park land, recreation areas, trails, and conservation areas. This MOU supersedes former agreements issued in the form of Letters of Understanding, the most recent of which was approved by both parties in September 2013. The terms and conditions of this MOU replace the September 2013 Letter in its entirety. This MOU will be reviewed every three years beginning July 2024 to determine if performance and service are in the best interest of the public of Maricopa County. The Board of Supervisors, at its sole discretion and at any time, may terminate this MOU and revert to the original means of providing Maricopa County Parks law enforcement through a Park Police or similar program under the direction of Parks, or any other program as the Board of Supervisors directs.
