22. FUNDING FROM ARIZONA GAME AND FISH COMMISSION FOR LAW ENFORCEMENT BOATING SAFETY FUND FY22 Approve acceptance of up to $430,000 in continued funding from the Arizona Game and Fish Commission for Law Enforcement Boating Safety. The term of this funding is estimated to be July 1, 2021 through June 30, 2022. This funding will be used to pay for personnel costs, purchase equipment, maintenance/repair and/or replacement of watercraft patrol boat(s) to continue effectively patrolling the waterways, a mandated public safety function in Maricopa County. This funding award formulaic and non-competitive. It is recurring and has been awarded to the Sheriff’s Office for many years. These funds are the result of A.R.S. § 5-383 and indirect cost recovery is not allowed. The Sheriff’s indirect cost rate for FY22 is 14.74%. There will be capital equipment purchases valued at $200,000 that are excluded in the indirect cost calculation. The indirect cost basis is $230,000 and the unrecoverable indirect cost amount of $33,902 will be absorbed by the General Fund. There is no match requirement and there are no future or ongoing contributions required after the grant period ends; however, there is an expectation to continue patrolling Maricopa County waterways if the funding from the State was to end. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. ONE-TIME ADDITIONS TO FLEET OF SAFE BOATS Approve the one-time additions to the fleet of two (2) new 25’ Safe Boats with an estimated value of $248,603 each to be assigned to Saguaro Lake and Lake Pleasant. These boats will help to ensure the MCSO Lakes Division is operational with the safest and most efficient equipment to patrol, and provide the service needed to oversee the lakes. These boats are purchased primarily with Arizona Boating Law Enforcement Safety Fund (AZBLESF) funding provided as a result of ARS §5-383 and accepted by the Board in MCSO agenda items (C-50-22-234-X-00) and (C-50-21-035-X-00).
