15. AGREEMENT WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR DOMESTIC VIOLENT EXTREMIST (DVE) CONTRACT ANALYST (50DVEANLST) - FFY2022 Approve the Agreement and acceptance of grant funds to the Maricopa County Sheriff’s Office from the Arizona Department of Homeland Security, DVE Contract Analyst (50DVEANLST) Agreement Number 21-AZDOHS-HSGP-210209-03 in the amount of $100,000. The award period begins October 1, 2021 and ends September 30, 2022. This Agreement may be terminated by any of the parties by written notice to the other parties thirty (30) business days prior to termination. This is a one-time funding award and there is no match requirement. The Sheriff’s Office indirect cost rate for FY22 is 14.74%, applicable to the award amount of $100,000. The unrecoverable indirect costs associated with this Agreement are estimated to be $14,740 and will be absorbed by the General Fund. There are no future or ongoing contributions required after the grant period ends. This is not a mandated function. It supports the MCSO public safety mandate by providing a contracted specialized DVE Analyst to find, collect and analyze open-source data from the internet, which would allow significant collaboration with local entities on emerging threats to local and regional areas. This is a competitive award. The Maricopa County Sheriff’s Office is one of several local law enforcement agencies in the Phoenix metro area that participate in this effort. This is reimbursement funding that will be used to pay for training. These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. AMENDMENT TO THE SUBGRANTEE AGREEMENT FROM THE ARIZONA DEPARTMENT OF HOMELAND SECURITY – PROJECT #210209-03 Approve Amendment #1 to the Subgrantee Agreement from the Arizona Department of Homeland Security, Project #210209-03. This amendment extends the expiration date of the Agreement from September 30, 2022, until June 30, 2023. All other terms and conditions are the same. This funding award is not recurring and there is no match requirement. It was competitively bid. The purpose for which it is being used it is not a mandated function. This Amendment extends the amount of time to expend the funding awarded for the analyst position. Due to the extensive hiring process, the position wasn’t filled until seven months into the grant program period. This extension will allow MCSO to expend all funding by June 30, 2023.
