16. AGREEMENT WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR AZLINK SUSTAINMENT AND INTEGRATION PROJECT (AZLNKMAINT) - FFY2022 FROM SHSGP ALLOCATION Approve the Agreement and acceptance of grant funds to the Maricopa County Sheriff’s Office from the Arizona Department of Homeland Security, AZLink Sustainment and Integration (AZLNKMAINT) Agreement Number 21-AZDOHS-HSGP-210209-01, in the amount of $80,000 in reimbursement funding for the award period beginning October 1, 2021 and terminating on September 30, 2022. This Agreement may be terminated by any of the parties by written notice to the other parties thirty (30) business days prior to termination. The funding award is recurring and has been awarded to the Sheriff’s Office for the past eight years. There is no match requirement. The Sheriff’s Office indirect cost rate for FY22 is 14.74%, applicable to the award amount of $80,000 with $72,500 in capital expenses for an indirect cost base of $7,500 and indirect costs of $1,105.50. Indirect costs are unallowable by the terms of this Agreement unless applied for and approved in writing (page 7, Allowable Costs Section, letter A), and $1,105.50 in indirect costs will be absorbed by the General Fund. There are no future or ongoing contributions required after the grant period ends; however, property (items) purchased with these funds must remain available to the unit for the duration of its existence and/or the useful life of the item. This is not a mandated function. It supports the MCSO public safety mandate and provides a benefit to the citizens by funding enhancement and maintenance of MCSO's portion of technology software and equipment used in information and intelligence sharing among law enforcement agencies to prevent and/or respond to acts of terrorism or hazardous incidents, and facilitate communications during a disaster. This is a competitive award. The Maricopa County Sheriff’s Office is one of several local law enforcement agencies in the Phoenix metro area that participate in this effort. This is reimbursement funding that will be used to purchase non-capital and capital equipment. These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. 43. AMENDMENT #1 TO THE SUBGRANTEE AGREEMENT FROM THE ARIZONA DEPARTMENT OF HOMELAND SECURITY – PROJECT #210209-01 Approve Modification #1 and Amendment #1 to the Subgrantee Agreement from the Arizona Department of Homeland Security, Project #210209-01. The amendment extends the expiration date of the Agreement from September 30, 2022, until September 30, 2023. The modification is due to a change in the intelligence sharing vendor. All other terms and conditions are the same. This funding award is recurring and there is no match requirement. It was competitively bid. The purpose for which it is being used it is not a mandated function. This Amendment and Modification extends the amount of time to utilize the funds for integration costs of other regional agencies and expand the use of the new LInX application, thereby making it a more powerful tool.
