17. AGREEMENT WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR OPEN SOURCE/SOCIAL MEDIA TRAINING AND SOFTWARE (50OSSMTS) - FFY2022 Approve the Agreement and acceptance of grant funds to the Sheriff’s Office from the Arizona Department of Homeland Security, Open Source/Social Media Training and Software (50OSSMTS) Agreement Number 21-AZDOHS-HSGP-210811-03 in the amount of $49,520 for the award period beginning October 1, 2021 and terminating on September 30, 2022. This Agreement may be terminated by any of the parties by written notice to the other parties thirty (30) business days prior to termination. This is a one-time reimbursement funding award and there is no match requirement. The Sheriff’s Office indirect cost rate for FY22 is 14.74%, applicable to the award amount of $49,520. The unrecoverable indirect costs associated with this Agreement are estimated to be $7,299.25 and will be absorbed by the General Fund. There are no future or ongoing contributions required after the grant period ends. This is not a mandated function. It supports the MCSO public safety mandate and provides a benefit to the citizens by funding training to law enforcement agencies on how to find, collect and analyze open source data from the internet to assist in handling emerging threats. This is a competitive award. The Maricopa County Sheriff’s Office is one of several local law enforcement agencies in the Phoenix metro area that participate in this effort. These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law.
