COMPETITION IMPRACTICABLE WITH RON SMITH & ASSOCIATES Approve a Competition Impracticable with Ron Smith & Associates (RSA) for an amount not-to-exceed $144,000, for professional Laboratory Control/Gap Analysis in preparation for the crime laboratory accreditation. This firm is the lead quality manager that provides laboratory accreditation services in a bundle as a comprehensive package. Deliverables include writing policy and procedures and quality management manuals for accreditation, training services and a liaison function between MCSO and the accrediting body. RSA is the only company that has immediate access to technical assessors with an unparalleled level of competency in their forensic discipline. The technical professionals are trained assessors in both 17020 and 17025 accreditations, they are nationally recognized in their forensic discipline, and are certified by recognized forensic organizations such as the International Association for Identification, the American Board of Criminalistics, the Association of Firearm and Tool Mark Examiners, and the American Board of Forensic Toxicology.
