40. AGREEMENT WITH THE ARIZONA DEPARTMENT OF HOMELAND SECURITY FOR DOMESTIC VIOLENT EXTREMIST (DVE) CONTRACT ANALYST (50DVEANLST) - FFY2023 Approve the Agreement and acceptance of grant funds to the Sheriff’s Office from the Arizona Department of Homeland Security, DVE Contract Analyst (50DVEANLST) Agreement Number 22-AZDOHS-HSGP-220206-02 in the amount of $110,000 for the award period beginning October 1, 2022 and terminating on September 30, 2023. This Agreement may be terminated by any of the parties by written notice to the other parties thirty (30) business days prior to termination. The funding award is recurring. This is the second year we have received this award. There is no match requirement. The Sheriff’s Office indirect cost rate for FY23 is 12.30%, applicable to the award amount of $110,000 less capital expenses of zero ($0) for an indirect cost base of $110,000 and indirect costs of $13,530. Indirect costs are unallowable by the terms of this Agreement unless applied for and approved in writing (page 4, Allowable Costs Section), and $13,530 in indirect costs will be absorbed by the General Fund. There are no future or ongoing contributions required after the grant period ends. This funding is used for a contracted DOMESTIC VIOLENT EXTREMIST analyst position that conducts specialized collection and analysis of open-source data from the internet enabling significant collaboration with local entities on emerging threats to local and regional areas. The Maricopa County Sheriff’s Office is one of several local law enforcement agencies in the Phoenix metro area that participates in this effort. This is not a mandated function. These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. 37. AMENDMENT TO SUBGRANTEE AGREEMENT FROM THE ARIZONA DEPARTMENT OF HOMELAND SECURITY – PROJECT #220206-02 Approve Amendment #1 to the Subgrantee Agreement from the Arizona Department of Homeland Security, Project #220206-02. This amendment extends the expiration date of the Agreement from September 30, 2023, until September 30, 2024. All other terms and condit ions are the same. This Amendment extends the amount of time to expend the funding awarded for the analyst position. The analyst position wasn’t filled until seven months into the first grant program period because of the extensive hiring process. Ext ensions on the position and this award period are necessary to enable MCSO to expend all funding by 9/30/2024. The original award amount of $110,000 was approved on October 19, 2022 (C-50-23-061-X-00). The funding award is recurring and there is no match requirement. It was competitively bid.
