22. COMPETITION IMPRACTICABLE WITH ASSET SECURITY TRACKING AND RECOVERY Approve a Competition Impracticable with Asset Security Tracking and Recovery (ASTR) in the amount of $131,611.75 for the purchase of covert surveillance systems used for various criminal investigations. These tactical camera systems are placed on streetlight poles and continuously record activities and stream those activities to web-based computers which record the event for investigator to watch and document activities as evidence. This equipment allows detectives to observe criminal activities from afar and record without compromising the investigation during surveillance. ASTR is the sole provider of this equipment and technology being utilized by the government to combat the criminal organizations in the metro Phoenix area with a patent pending on this exclusive design. MCSO has been purchasing from them since FY2017. It is critical to remain consistent with inventory and operational familiarity as well as being the only covert camera system approved by cities they are used within. (C-50-23-167-X-00)
