15. AGREEMENT WITH THE OFFICE OF JUSTICE PROGRAMS BUREAU OF JUSTICE ASSISTANCE, BYRNE DISCRETIONARY FUNDING – RAPID DNA ENHANCEMENT PROJECT - FY2023 AND COMPETITION IMPRACTICABLE WITH LIFE TECHNOLOGIES Approve the acceptance of grant funds to the Sheriff’s Office from the Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), Rapid DNA Enhancement Project (50RAPIDHIT) Agreement Number 15PBJA-23-GG-00066-BRND in the amount of $600,000 for the award period beginning July 1, 2023, and terminating on June 30, 2024. This is the first time this funding has been awarded to the Sheriff’s Office. There is no match requirement. The Sheriff’s Office indirect cost rate for FY24 is 16.72%, applicable to the award amount of $600,000 less capital expenses of $304,964, for an indirect cost base of $295,036 and indirect costs of $49,330 which will be absorbed by the General Fund. There are no future or ongoing contributions required after the grant period ends; however, property (items) purchased with these funds must remain available to the unit for the duration of its existence and/or the useful life of the item. This is not a mandated function although it supports the MCSO public safety mandate by providing new DNA ID systems, producing trusted, lab-quality forensic DNA profiles in a short period of time, which could be used for investigative leads before crime scene processing is complete and/or initiate criminal investigations. This is a competitive award. The application was open to 43 states, Puerto Rico, and the Virgin Islands for the purposes of improving the functioning of the criminal justice system, to prevent or combat juvenile delinquency, and to assist victims of crime. This is reimbursement funding that will be used to purchase non-capital and capital equipment. Life Technologies has been identified as the supplying vendor. Life Technologies is the only vendor used by the State of Arizona who supports the RAPIDHIT program; a program already being utilized by MCSO. Reagents and warranty for the instruments are only available through Life Technologies. The RAPIDHIT ID system was specifically identified in the grant application. These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. Also approve a three-year competition impracticable with Life Technologies in the amount of $675,000; $600,000 from the Office of Justice Programs, Bureau of Justice Assistance and $75,000 from General fund, for the purchase of RapidHIT ID instruments, extended warranties and consumables.
