26. ACCEPTANCE OF GRANT FUNDS FROM DEPARTMENT OF JUSTICE (DOJ), OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS) FOR IMPLEMENTING CRISIS INTERVENTION TEAMS FFY24 Approve the acceptance of grant funds to the Sheriff’s Office from the Department of Justice (DOJ), Implementing Crisis Intervention Teams, Agreement Number 15JCOPS-23-GG-01717-PPSE in the amount of $398,250 for the award period beginning October 1, 2023, and terminating on September 30, 2025. This is the first time this funding has been awarded to the Sheriff’s Office. The Sheriff’s Office indirect cost rate for FY24 is 16.72%, applicable to the award amount of $398,250, for an indirect cost base of $398,250 and indirect costs of $66,587.40 which will be absorbed by the General Fund. There is no match requirement. The grant award does not require ongoing cash contributions after the grant period end date. This is not a mandated function although it supports the MCSO public safety mandate by providing for the creation or expansion of crisis intervention teams and to embed mental and behavioral health services with law enforcement agencies so they can better respond to individuals in crisis in the community. This is a competitive award. The application was open to all local, state, tribal and territorial law enforcement agencies. This is reimbursement funding that will be used to pay for travel expenses, supplies and a sub-awardee. EMPACT – Suicide Prevention Center has been identified as the sub-awardee. EMPACT will provide key services through a full-time master’s Level Clinician, a full time Crisis Transition Navigator, a Director of Crisis & Trauma Healing Services who will provide guidance and oversight, as well as other staff. These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. MOU AND SUBGRANTEE AGREEMENT WITH EMPACT FOR THE IMPLEMENTING CRISIS INTERVENTION TEAMS GRANT FUND PROGRAM Approve an MOU between EMPACT and the Maricopa County Sheriff’s Office effective as of date of final signature through September 30, 2025. EMPACT will provide mental health training for MCSO deputies, to provide specially designed “post crisis navigation” services to connect individuals to treatment and services. Either party may terminate this MOU upon 30 days written notice. The Subgrantee will perform tasks to include, but not limited to (1) facilitating and providing instructors for Mental Health First Aid training in collaboration with MCSO to enhance training for patrol deputies and (2) oversee, hire and manage a master’s level Clinician and Certified Peer Support staff who will be dedicated to providing “post crisis navigation: services in response to MCSO patrol deputy referrals. Also approve a Subgrantee Agreement (‘Agreement’) between EMPACT (hereinafter referred to as ‘subgrantee’), and the Maricopa County Sheriff’s Office effective as of date of final signature through September 30, 2025. The value of this agreement is not to exceed $359,046. MCSO will reimburse EMPACT using grant funds awarded from the U.S. Department of Justice, Office of Community Oriented Policing Services and designated for use in Implementing Crisis Intervention Teams. The agreement and acceptance of this funding was authorized by the BOS (C-50-24-113-X-00) on January 10, 2024. The Subgrantee Agreement is contingent upon funding from the U.S. Department of Justice. GRANT AWARD MODIFICATION (GAM) WITH DEPARTMENT OF JUSTICE FOR THE IMPLEMENTING CRISIS INTERVENTION TEAMS GRANT PROGRAM Approve the grant award modification (GAM) to the Sheriff’s Office from the Department of Justice (DOJ) for Implementing Crisis Intervention Teams, Agreement Number 15JCOPS-23-GG-01717-PPSE. The grant award modification is redistributing Supply and Other Costs funds from MCSO to the Subawardee, La Frontera/EMPACT. The total modification amount is $15,070, increasing the Subaward amount to $374,116. This grant award modification has been approved by the grantor, the Department of Justice.
