22. TRANSFER OF OWNERSHIP OF RETIRING K-9 – UTAH Approve the transfer of ownership of retiring K-9, Utah, #K159, to Deputy Jesus Godinez, #S2115. Utah was originally purchased from Adlerhorst International in May 2021 immediately started K9 Academy and graduated. Working alongside of Deputy Godinez on patrol in MCSO District 2 and 3 and assisting on several SWAT missions. Over the last 16 months there have been many deficiencies noted such as lack of drive and engagement, handler dependency, aversion to loud noises, reluctancy to show aggression and avoidance during real life deployments, etc. Utah’s lack of confidence shown by the list of failures exhibited results in his lessened performance statue. Due to the list of failures and lack of confidence for the health and safety of Utah and his handler Godinez and the public we ask Utah to be retired. Deputy Godinez has created a strong bond with Utah over the years as his handler/partner and will accept full care and financial responsibility for Utah upon adoption and will be asked to sign the Canine Release and Indemnification.
