49. MOU WITH THE GOVERNOR’S OFFICE OF HIGHWAY SAFETY FOR STATE PHLEBOTOMY COORDINATOR/ EAST VALLEY REGIONAL DRE COORDINATOR (50DRECRD) FFY2026 Approve the MOU and acceptance of grant funds to the Sheriff’s Office from the Governor’s Office of Highway Safety (GOHS), State Phlebotomy Coordinator/East Valley Regional DRE Coordinator (50DRECRD), in the amount of $70,000 for the award period beginning October 1, 2025, and terminating on September 30, 2026. This Agreement may be terminated by any of the parties by written notice to the other parties thirty (30) days prior to termination. This funding award is recurring and has been awarded to the Sheriff’s Office the last three years. There is no match requirement, and the agreement does not require on-going cash contributions after the period end date. The Sheriff’s Office indirect cost rate for FY26 is 27.66% applicable to the award amount of $70,000. The indirect costs are calculated to be $19,362 and will be absorbed by General Fund. This is not a mandated function although it supports the MCSO public safety mandate and provides benefit to the citizens by providing funding for the Impaired Driving Programs Coordinator to coordinate, strengthen and expand training initiatives to law enforcement personnel and certification as Drug Recognition Experts (DREs). This is a competitive award. This is reimbursement funding used to pay for overtime. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law.
