34. ACCEPT THE ARIZONA GAME AND FISH COMMISSION FOR LAW ENFORCEMENT BOATING SAFETY FUND FY25 Retroactively approve acceptance of $251,577.08 in continued funding from the Arizona Game and Fish Commission for Law Enforcement Boating Safety. The term of this funding is estimated to be July 1, 2024 through June 30, 2025. This funding will be used to pay for personnel costs, purchase equipment, maintenance/repair and/or replacement of watercraft patrol boat(s) to continue effectively patrolling the waterways, a mandated public safety function in Maricopa County. This funding award formulaic and non-competitive. It is recurring and has been awarded to the Sheriff’s Office for many years. These funds are the result of A.R.S. § 5-383 and indirect cost recovery is not allowed. The Sheriff’s indirect cost rate for FY26 is 27.66%. Of the $251,577.08 award, there will be capital equipment purchases valued at $50,000 and they are excluded in the indirect cost calculation. The indirect cost basis is $201,577.08 with a total unrecoverable indirect cost amount of $55,756.22 to be absorbed by the General Fund. There is no match requirement and there are no future or ongoing contributions required after the grant period ends; however, there is an expectation to continue patrolling Maricopa County waterways if the funding from the State was to end. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law.
