21. MOU AND SUBRECIPIENT AGREEMENT WITH ARIZONA STATE UNIVERSITY (ASU) AS THEY RELATE TO FY2026 FUNDING FROM THE DEPARTMENT OF PUBLIC SAFETY FOR ANTI HUMAN TRAFFICKING (50DPSAHT) Approve an Memorandum of Understanding (MOU) establishing a partnership between the Maricopa County Sheriff’s Office (MCSO) and ASU’s Sex Trafficking Intervention Research (STIR) Office to develop targeted human trafficking training courses and other collaborative work on the project entitled “Anti-Human Trafficking Grant Fund” awarded through the Arizona Department of Public Safety (DPS), contract 2025-294. This MOU is effective when signed by the parties and will remain in effect for one (1) year. Either participant may terminate this MOU upon 30 days’ written notice. Also approve a Subrecipient Agreement between ASU and MCSO effective as of date of the final signature through June 30, 2026. The value of this agreement is not to exceed $353,072.50. MCSO will reimburse ASU using grant funds awarded from the State of Arizona through the Department of Public Safety (AZDPS), Anti Human Trafficking (50DPSAHT) under Agreement Number 2025-294 for the award period that is retroactive to July 1, 2025, and terminates June 30, 2026. This Agreement can be terminated by any of the parties by written notice to the other parties thirty (30) business days prior to termination. (C-50-26-061-X-00) 22. This MOU will allow AZDPS to perform independent verification's of MCSO firearm comparison casework that results in positive associations or exclusions. This MOU becomes effective with the signatures of both parties and remains in effect for eighteen (18) months from the date of the last signature or until MCSO hires and fully trains a new Firearm and Toolmark (FATM) examiner, whichever occurs first.
