PUBLIC DEFENSE SERVICES REQUEST FOR REVIEW OVER BUDGET THRESHOLD Per the Board approved FY 2015 Budget Guidelines and Priorities, approve allowing the Office of Management & Budget to review the following requests over threshold: • Demand Increase - Various Activities $9,821,942 (Operating Budget, Fund 100, Priority #4) • Open Case Volume Increase – Various Activities $1,865,841 (Operating Budget, Fund 100, Priority #4) • Capital Trial Case Resolution Reduction – Various Activities $2,220,140 (Operating Budget, Fund 100, Priority #4) • Capital Trial from Non-Recurring to Operating $3,085,523 (Operating Budget, Fund 100, Priority #4) • Capital Post-Conviction Relief Ongoing Expense from Backlog $943,846 (Non-Recurring Budget, Fund 100, Priority #4) • Electronic Discovery Storage and Viewing – Various Activities $46,889 (Operating Budget, Fund 100, Priority #4)* • Electronic Discovery Storage and Viewing – Various Activities $296,655 (Non-Recurring Budget, Fund 100, Priority #4)* • Litigation Support Staff and Software – All Staffed Departments $479,472 (Operating Budget, Fund 100, Priority #4)* • Public Defender Training Special Revenue Fund Balance – Various Activities $285,150 (Non-Recurring Budget, Fund 209, Priority #4)** • Fill the Gap Special Revenue Fund Balance – Various Activities $294,492 (Non-Recurring Budget, Fund 262, Priority #4)** Funding for growth in case demand and select open case volume increases is requested based on forecasted needs. *New funding is requested for technology-related issues resulting from policy changes in other departments and to meet demand for updated litigation technology needs. While these result in new positions, they do not involve the creation of new activities, but rather improve the efficiency and effectiveness of handling existing activities. **Budgeting of special revenue fund balances is requested to allow use of accumulated funds for activities as permitted by the funding source. If authorized to budget these funds, requested demand on the general fund will be reduced. (C-56-14-008-M-00)
