27. PARTICIPATE IN INTERN/EXTERNSHIP/FELLOWSHIP PROGRAMS WITH GONZAGA UNIVERSITY Authorize the offices in Public Defense Services (PDS) to participate in Internship, Externship and Fellowship Program(s) with Gonzaga University. With this agenda item, the Board of Supervisors is approving, in substantial form, a contract template to be executed by the individual Intern(s)/Extern(s)/Fellow(s) hereafter referred to as “Students” and supervising attorney(s) in the offices in PDS. The offices in PDS, if approved for this action, will be authorized to have Student(s) assigned from Gonzaga University and to execute all necessary individual contracts through December 13, 2022. At that time, continued Board approval of the program may be requested. No compensation will be provided by Maricopa County to the Student(s). In providing services to a PDS office, the Student (s) shall be deemed to be volunteer(s) of the office. Experienced attorneys employed by the PDS offices will serve as the supervisors and mentors for Student(s) provided by Gonzaga University. All services to be provided by the Student(s) shall be performed under the direct supervision, direction, and control of a supervising attorney. Suitable office space and administrative and other support services will be provided by the offices for the Student(s). The Student(s) shall be subject to all of the departmental policies, procedures, and practices except as provided with respect to compensation and benefits or as otherwise determined by the departments. Maricopa County shall cover the Student(s) and the services provided by the Student(s) under any applicable risk insurance policies on the same basis as a volunteer of the department. Approval of this agenda item will serve as Board authorization and acceptance of individual externship agreements entered into under the established Gonzaga University Intern/Extern/Fellowship Programs through December 13, 2022. Individual agreements between the University and the office(s) may allow for extensions or renewals. Approval of this agenda item will further serve as Board authorization and acceptance of the provisions of the agreements extended or renewed through December 13, 2022. There are no notable costs associated with the Programs; therefore there is no need for recovery of indirect costs. (C-56-18-002-M-00)
