67. ACCEPTANCE OF TITLE IV-E FEDERAL ENTITLEMENT FUNDING FROM THE DEPARTMENT OF HEALTH AND HUMAN SERVICES THRU THE ARIZONA DEPARTMENT OF CHILD SAFETY Approve the acceptance of Tile IV-E federal entitlement funds from the Department of Health and Human Services thru the Arizona Department of Child Safety in the amount not to exceed $3,411,264 for the purpose of supplementing the costs of dependency in Public Defense Services. The department began receiving these funds in FY20. This grant is an open-ended entitlement and does not need to be applied for annually. Per the MOU, 75% of the funding must be invested in dependency to supplement Public Defense Services. The other 25% may be used to offset costs to the County. The 25% (approximately $852,816) will be used to offset General Fund expenditures. Also, approve the waiver of indirect costs. Public Defense Services will receive a total of up to $3,411,264; at the indirect rate of 15.54%, the indirect costs are estimated at $530,110.43, all of which will be waived. These indirect costs are not being sought so that the grant funds can be used for contract attorney costs previously funded by the General Fund. The grant award is re-occurring. There are no in-kind match requirements and requires no ongoing cash contributions. This entitlement award supplements a mandated function. Public Defense Services is the only eligible entity to receive this award. (C-56-25-001-X-00)
